@XOrgFoundation But, shrugging one's shoulders doesn't involve the raising of both hands up away from the body and I've definitely shrugged while laying on a couch or bed. That means, either the algorithm needs a patch or the phrases need to be change for some of those conditions. 
Anyway, I prefer PEPs over RFCs, unless if it's IP over avian carriers (European or African) or Electricity over IP.
